Best QR Code Generators Compared

For a single static code, a free generator like QR Code Monkey does the job. For codes you need to edit, track and manage at scale, QR Code Generator, Uniqode, Flowcode and QR TIGER are established dynamic QR platforms. CirculateQR is the pick when you want more from each scan: AI-designed codes that are checked with a real QR reader, rules that route each scan by device, time, place, language or weather, and hosted pages for menus, ordering, events, forms, loyalty cards, scratch cards and scavenger hunts.

By need

Which one fits what you need

One static code that never changes

QR Code Monkey is free, needs no account and has strong design options with free vector files. CirculateQR’s static codes are also free and unlimited. Neither needs a subscription for a static code to keep working.

vs QR Code MonkeyFree QR code generator

Codes you can edit, at the lowest price

QR TIGER’s Regular plan ($7 a month) has the lowest paid entry of the tools here. CirculateQR’s Studio plan is $12 a month with 100 new codes a month, and QR Code Generator’s Starter plan starts at $9.99 a month billed annually for 2 codes.

vs QR TIGERCirculateQR pricing

AI-designed QR codes

CirculateQR generates AI scene art with the code built in, decodes every image with a QR reader and redraws the real code when the art breaks it. We didn’t find AI-generated QR art on the other five tools’ sites.

Routing each scan by context

CirculateQR routes by device, time, day, phone language, location, weather and scan count, with A/B splits. Uniqode’s Smart Rules (from $49 a month billed yearly) add country, date and passcode rules. QR TIGER (Advanced and up) and Flowcode (Pro Plus and up) offer fewer rule types.

Smart routingvs Uniqode

Compliance, SSO and large teams

Uniqode, Flowcode and QR Code Generator state SOC 2 compliance and offer team features or SSO on higher plans. CirculateQR doesn’t claim SOC 2 or offer SSO, so one of those is the safer choice when they are requirements.

vs Uniqodevs Flowcode

Menus, ordering, events, loyalty and games

CirculateQR hosts menus with table and pickup ordering, event registration with QR tickets and door check-in, loyalty stamp cards, scratch cards and scavenger hunts, so one account covers the page as well as the code.

FAQ

Frequently asked questions

What is the best QR code generator?

It depends on what the code has to do. For a one-off static code, a free generator such as QR Code Monkey is enough. For codes you need to edit and track, use a dynamic QR platform. CirculateQR is built for teams that want AI-designed codes, rules that send each scan to the right place, and hosted pages such as menus, ordering, events, forms, loyalty cards and games in one account.

What is the difference between a static and a dynamic QR code?

A static code stores the destination itself, so it can never change and needs no service to keep working. A dynamic code stores a short link run by the QR provider, so you can change the destination after printing and count scans, but it depends on that provider and, usually, on your plan.

Do dynamic QR codes stop working if I stop paying?

With most providers they can, because the short link is run by the provider. Policies differ, so check before you print. On CirculateQR, dynamic codes keep working to the end of your billing period and for 14 days after; then they pause, nothing is deleted, and they work again when you resubscribe or unlock them. Static codes keep working regardless.

Which QR code generators offer AI-designed QR codes?

Of the six tools compared here, only CirculateQR lists AI-generated QR artwork on its site. Uniqode and QR TIGER offer AI assistants for analytics, and Flowcode describes an AI design helper and AI campaign optimization. CirculateQR decodes every AI image with a QR reader and, when the art breaks the code, redraws the real code into the image.

How did you compare these tools?

We read each provider's own pricing, feature and help pages in October 2026 and linked them on each comparison page. Where a provider's site doesn't state something, we say so instead of guessing. Prices and features change, so confirm on the provider's site before you buy.
